A five-stage pipeline that extracts the requested work, prices each line from a cited rate, checks the draft with code and an LLM panel, then produces the draft for certification.

The job this tool handles
A landscaping or arborist firm that bids on provincial and municipal work sees a tender arrive as an RFP, a specification, or an email, each with its own submission rules. The pipeline reads that source document and builds one route to a priced quote draft. The draft carries citations, exclusions, and open questions for the person who reviews it.
The tool stops at a draft. A person reads the work, checks the supporting material, and certifies the quote before anything leaves the firm.
Five stages from source to draft
The pipeline has five named stages:
- Extract reads the source and pulls out the work it asks for.
- Price matches each line to the rate card and keeps the citation with it.
- Validate runs deterministic checks against the priced work.
- Panel sends the draft through an LLM verifier review.
- Synth produces the quote draft and its supporting material.
Each stage leaves a clear handoff for the next one. That makes it possible to inspect how a line moved from the source document into the draft.
The rate card stays attached
The rate card lives in rates.toml and has 17 sections. It covers the rates the pricing stage can
use. Every priced line points back to its cited rate, so the reviewer can trace the figure without
searching through a separate sheet.
That citation also travels into the draft. If the source leaves a quantity or scope point open, the reviewer sees the open question before certification.
Two different review passes
The validator uses deterministic rules. It checks the draft before the LLM verifier panel reads it. The panel then reviews the same work through its verifier roles.
These passes support the person who owns the quote. They give that reviewer a draft with the source trail close at hand.
A person certifies the result
The quoter certify command records the final human review. A quote only moves toward sending
after a person checks and certifies it. Open blockers keep the review bundle from becoming a
final quote.
This boundary matters because the source can ask for work that needs judgement. The tool prepares the material, while the reviewer owns the final answer.
